A near-universal plaint concerns the sufferings inflicted on humanity by bureaucracies. Seemingly, all civilized peoples in all times have been shaped by their warrens of rule makers and record keepers. But few have tried to explain why bureaucrats behave as they do. Director Donald Brittain has traveled from Canada, Austria and Hungary to the Vatican and the Virgin Islands in an effort to understand the functioning of the public service mind.
